The reason I didn't want it despite them passing L was.
Pooky had a forced choice of passing a L policy.
Peta also had a forced choice of always giving Pooky at least 1L. Since Peta had 2, handing over 2Ls denies us the info on Pooky so its better then handing 1-1 and just hoping for the best.

There policy was forced to pass when they saw 2L unless Pooky specifically wanted to take a 1v1 against Peta.
