it is normal
it is a closed setup
it does nothing non-normal, as that wouldn't be allowed
it does have a greylisted role
no but really anything beyond those is required to be stated before/when it enters signups. (iirc)

over on the normal game page http://wiki.mafiascum.net/index.php?title=Normal_Game there's roles explicitly allowed and ones explicitly not allowed. You are allowed one role that is on neither of those lists
