As far as I know, we decide if electoral fraud is publicly announced? So I don't really see the issue of just agreeing to it and then just not reveal who committed fraud, seems like an easy way to get mislynches.

The number of votes that were cast for each candidate within each district will be made public at the end of election day.

As a factional ability, each night you may choose a member of the mafia who will then investigate a target player. If that player committed voter fraud in either of the two most recent elections, they will be publicly shamed and reprimanded for electoral fraud.

I can't tell if Wheme is scum atm, but I am of the opinion that it's unlikely.

And to be clear, being of zero asset to town (other than possessing a town role pm as town) is not the same as being scum. It is definitely not something to lynch someone for.
