I can't comment on Gamma a whole lot since I don't know the difference between town him and scum him by itself, but he's been on the scum end of the gamestate in quite a few of the spots that I've been looking at.

The main issue with the logic is that if you look at it from another direction, scum already knowing what Wavemode and purposely keeping him alive makes more sense.

Namely, scum's primary motivation being preventing a townblock from being built.
