I find it interesting that you and LLD suggested 3 town pairings earlier and now you're going with 4, mostly because 4 is the number I would have gone with if I were in your position.

you can either have

3 pairings with 0 scum in it

or 4 pairings with up to 2 scum in it

one condition is obviously far easier to achieve

I'm not willing to accept Sakura as conftown because I don't accept anyone as conftown on phase 1 of a game unless it comes straight from the mod. But in my small amount of experience, the 4 times or so times I've seem people have a complete breakdown about being scumread, they've always flipped town so I am inclined to agree to a degree.
