Apparently, the worst tried to act twice in the same turn (without realizing such). I'm gonna go with the second action he posted, but for integrity reasons, I'll be assessing an additional -1 penalty to both people targeted by the tornado.

inspiratieloos whispers encouraging words to the worst. the worst begins to perform the ritual needed to cast "Tornado". His mind is distracted, and he fumbles one of the words slightly decreasing the effectiveness of the spell. Even so, inspiratieloos's encouragement makes him perform the rest of the ritual almost perfectly. Blue and white wisps begin encircling his hands.
