I'm not sure that's the case. I am aware that there's a pair of masons and 2-3 neighborhoods, and I'm in none of them. So, we have 4 hoods vs 6-7 companies (depends if you count the "outcasts" as a "company" which isn't accurate by flavor but makes sense from a mechanical PoV), AND I am not in a neighborhood (7 companies = 2-3 from each)
