Not to litigate how to play Password or Codenames too much but pop culture emphasizes the CIA's violent outcomes more heavily especially the show 24. In reality I bet they do a lot more investigative work.

What's your endgame with this S_S? He was actually trying to crumb cop which is lol-implausible in this setup, but as dishonest scum audibled to bodyguard instead, and you've caught him in the lie? This is kinda what I was getting at; the CIA crumb could have easily been spun as a tracker or cop crumb. It seems like he was keeping his options open with it.
