Have I been vague enough?
1. Protown, increasing returns.
2. Protown, diminishing returns.
3. Spicy.
4. Antitown.
If Spicy, I would wait until discussion drops off so that you can shake up the thread. An example of this would be a gladiate.
If increasing returns, I would wait until you think you've become a likely NK target. This would be along the lines of Dayvig. Remember, if you get recruited by a cultist you should still shoot for scum because they can kill your leader.
If diminishing returns, I would wait until there's a lull and after the governor shenanigans. I can't think of something to exemplify this other than some types of informed. (Specifically information the scum isn't likely to find helpful in crafting fakeclaims/playing around PRs)
If antitown, I would just not do it. If you must do it, rip that bandaid off and get that sucker out the way.- Menalque

I'd rather talk about the power than give it to a quieter person and take a greater risk in them making a unilateral decision.
Two side points re the Governor:
I'm not as worried about the risks you've raised bcz I think PRs can help offset the risks. I also agree with whoever said the Governor provides information to town.- Enter
