Could go that way. I think it’s functionally useless since the governor will be killed and/or recruited unless they are immune or other mechanics intervene.

In short, we may be able to use the Governor wagons as informational tools later in the game. If the gov is cult, for example, there's a decent chance some of their cult buddies helped them get elected.
