As is, scum have obviously captured the town, thereby making it unlikely that any scum lynch will successfully be pushed to maj. If there were no confirmed scum, there'd be nothing that could be done about this, as we would have to lynch regardless. However, with a confirmed scum alive, there is no reason to get on any other wagon, given that any other wagon will probably either fail or be a mislynch.
