I don't know 100% of the reason why for 5P, I typically play 7P

Fascist and hitty know each other in 5 player.

Meta is 14 because if 14 succeeds, you nein 2 and 3 until its 41. (IF you nein 3 times in a row bad shit happens)
Then if 41 also succeeds you nein 5 and go back to 14.

But if it fails because theres a conflict then you go to 25., and know that 14 has 1 fascist in there.
If it fails because presi claims RRR, I think you do either 25 or 42
