It’s Shakespearean for black people, KIND OF, but in this case, I’m not 100% sure it means that or if it’s a spellcaster that’s literally in a moor. Which is like a swamp/field/ambient environment that could hide a person casting a spell.- Amrun

A Moor is a ye olde Muslim population that lived in modern day Spain and Portugal area. A common such person may be a “Berber Moor.” Most people that aren’t history buffs or similar may know this term from Shakespeare’sOthello.
However, contextually, I read it as a spellcaster hiding in the moor. A moor is a wide open space by definition, but has an implication of lots of heather-like vegetation that could hide someone.
