Sh0s was rolecop, so he knew the cult leader from te beginning. Look at the suicide gambit he did - the timing was less than 20 hours before the deadline, and the Bingle wagon was L-1. He probably protected Bingle, his leader.

Also Bingle and Shos may have cooperated behind the scenes in order to manufacture that whole fake-meta-check with the daytalk thing that "suddenly" made them both townread each other HARD.
