I know for a fact that Hectic is town because he's a mason, but Oka's VT claim makes me think of two possible scenarios.

1) Oka's scum who's just given up

2) Hectic is gambitting/lying about being a gunsmith

He didn't consult me in the mason PT before doing this nor did he tell us he was a gunsmith. I think Oka is still scum regardless though.
