Is it mechanically impossible for her to be scum?

No, the mechanics point to her being scum (there was no kill and she had zero XP so wouldn't have been able to kill), but her behavior does not.

-She provided me XP despite claiming at the end of D2 that she would not be able to. If she were scum here, I doubt she would go against the narrative she already established despite her upgrade. And if she did so because she believed it would gain her town cred, I don't think she would have kept the information close to her chest at the start of the day like she had: (2013 - 2027).
-She directly brought attention to the fact that the no kill was probably tied to the gifting, which made her a prime suspect. The way she brought it up lacked guilt/defensiveness (2013 and 2016).
-Her tone is confident/guiltless (2045, 2047).
-At this point scum!Raya has 2 scum buddies down, no way to freely use XP/kill without being known, and the prime suspect for the lack of the kill. Yet she is pushing you as if this is not the case. It's a solve-minded case rather than a desperation case (2047, 2057, 2066, and her association post 2008).
-Like 2093 is really apparent that we are not dealing with scum Raya.

Right. Training is the only action that scum can't perform the night kill with. As I said, there's nothing about the mechanics preventing her from being scum. It's her behavior that makes her not scum. I received 1 XP.

Also for the record, she did not gift. She accelerated. I only point out the difference because based on the mechanics of it and my role, I know she is telling the truth.

When you do massclaim, come up with an order. Force people to claim everything (btw, my role is called an Adventurer) and make sure people do not talk about claims until massclaim is over.
Force people to unvote so massclaim can happen.

This is an interesting point I hadn't considered.

I'm a little suspicious of Ali's 'don't care' attitude, although her insistence on a mass claim seems very town. I was convinced she was scum but now I'm not so sure?

Each player in this game will have a certain amount of XP. XP can be gained by some night actions, and can be spent to power abilities. Each player starts with 1 XP unless otherwise specified, and players can never have less than 0 XP. Players are always aware of how much XP they have.

It is public knowledge that the Mafia's factional kill costs 1 XP to carry out.

The Mafia member making the kill may spend an additional 1 XP (for a total of 2) to make the kill a strongman kill, meaning it cannot be stopped by anything except for a commuter.

I think that mass claim is the route to resolving this. Everyone needs to claim what they did last night specifically.

I strongly disagree with this, also, I think it might be useful (if possible) for everyone to claim their XP levels per day.

My current working theory is that scum was either disengaged or lacked sufficient XP to perform the NK.

For the record, training is the only action that scum cannot simultaneously preform the factional kill with. One can gift and kill at the same time if you have the XP to do both.

This is was the "intentional" thing I was alluding to earlier btw. Since you previous suggested you couldn't gift and kill at the same time when you proposed your plan.
