My pet intuition is that scum pookie played like scum pookie by ingratiating himself as he always does and as murdercat pointed out.
This scenario where he made it this far was my exact concern.

If he isn’t scum then Noraa brought him along because he wouldn’t vote her and it was a safe person to make it there.
