It's either Vax is PGO or they aren't. If they aren't then Mafia killed Flea and possibly tried framing the roleblocked player as a gambit whereas if they are, where would the Mafia kill have gone, ignoring possible protectives the only ones would be cross-kill, no-kill or blocked. That's where I lean to one of them being scum. I don't necessarily see no-killing nor cross-killing when scum PGO was already being suspected and thus would not clear them.

So I am leaning one scum within Vax/Guill and I believe the former to be more likely than the latter.
