B) Vax is not in communication with other mafia (offline etc) and didn’t know if they should claim that or not.
C) Flea targeted someone else or didn’t target at all.

E) PGO stops the vendor ability

(2) Flea might have chosen another target. Has everyone checked in?
(3) Flea might have targeted scum, and they're not telling.

It’s possible that Vax is scum and ascetic but that would still require DGB blocking Vax and I don’t see two scum busses back to back by DGB. I don’t see it being that bold.
