In my experience hosting games, actives refer to active roles as there are passives as well. Factional kills never count as active roles.

Mr. Satan was the world champion of the (earth) martial arts tournament goku and company usually fight at he is actually quite strong and is a martial artist, but by the time DBZ rolls around everybody else is bullshit and can destroy the planet with their thumb.
Mr. Satan can break rocks with his fist.
He's a bit of a conman and coward/poser. But he is a fighter and he does fight at the tournament as well.
The ability as written in the flavor text points directly to Mr. Satan having used it.

I was already townreading mastina and taking her reads into consideration. I think the kill was entirely because she was IC, not necessarily because of the veracity of her reads
