In case I die, here's directions for my VCA.

Color in the VCs with conftown and flips
Look for what is obvious town intent first. Eliminate those players.
Then look at preferences, if someone preferred eliminating scum over town, give town points.
Look for possible bus/distancing votes. Assign scumpoints.
Look at players diverting from scum, assign anti-town points. Be careful. Here is where you may find the townbeard.

With enough data, you should be able to nail the scumteam with this data if I die.
