Well there was no clear CW to Not_Mafia until his fakeclaim, which naturally changed things anyway as a number of Townies bought into it, or at least thought it would self-resolve.

I think your basis for thinking Andres is lockscum makes no sense when you also think (based on your SR's) that NM was being bussed. Am I missing something about your reasoning?
