No actually, what you are saying is unnecessarily complicated. If I strongly felt there was scum in 3-4 people, it's much better I spend my time hunting in that group. You have a 25-33% chance of hitting scum on a random vote if you're right. Effectively applying pressure there can only increase those odds.
