not sure exactly what u mean here. there's no outcome where an execution does not occur - not voting is not an option for the final choice, it just means that that person's vote isn't being used

each group can be considered as allocating all of its group members to a choice once a majority forms within that group. so once 5 players in group 1 are voting for someone, it is as if 8 players are voting for them in a typical game, which is something that can produce a majority with the help of two more votes from other sources
