I don't think it is damning. As you said the game seems to be put together in sort of a weird way with how stuff like that resolves. I could easily see the ability only being triggered if the target is successful and healing HP when they're at HP might not be successful.

Pointless to have that discussion after the quick hammer though. I'm just a little miffed I didn't get to keep investigating that.
