Everyone can't win. Even if we murder mafia to not let them win too fast, in situation 2 towns+1 maf, these two townies can't win, because game will end immediatly after it as parity.
And considering how funny person with 6 hydras will look in this situation...

Town may target however they decide they want to target on the hydra-zation shots. The game will end as soon as a win condition is achieved. I cannot weigh in on whether any particular plan is a good one.

The limit to the number of players in a hydra is based entirely on the possibility of that many town players dying. It is, for example, impossible for 13 dead town to join a hydra, as there are not in fact 13 players in the town.
