Scum can be human (and actually MUST have at least 1 human mechanically) so turning one if themselves into a demon would fit under the "turn humans into demons"

bork generally provides fakeclaims that are intended to line up well with any scum roles. You can look at Xenoblade II for an example; there was one fakeclaim per scum team member, and they hewed closely to what the actual scum powers were (to minimize odds of being caught out via night actions) while matching flavor for the town fakeroles. (so for example, a scum neighborizer wouldn't be given a town tracker fakeclaim)

Scum have to use them properly (again, see Xenoblade II) but bork is likely to have included them.
