Scum will have 3, 4, or 5 pain potions between them [very likely]. This is about 2 kills by themselves. There are a lot of harmos floating around so I would think scum would try to stack on town's pain potions by targetting slightly scummy town.

I feel like T3/RCE could be scum but the third one is hard. Both Fairy Circle, Limit and Bingle feel kinda townie in parts. But it also seems unlikely the last scum would be elsewhere.
