(1) We don't know that Cephrir/Kyouko were not given guns, we only have their word for it.
(2) We don't know whether the mafia decided to give out guns because we don't have any idea who gave out these guns or what the mech behind them is.
(3) We don't know whether these guns even work to begin with.

It makes very little sense for Galron to shoot Shiki when Shiki probly one of the most influential players in thread and wants to push Kyouko unless you think the scum team is Galron + Kyouko which doesn't even make sense.
