I think it could go either way. It exists in the tri-intersectional portion of the Venn Diagram (Triagram?) of all Mafia action.

Spoiler:

The VDM is essentially a mapping of what behaviours we would expect from a typical player playing an alignment. To make this short, the Tri-intersectonal point includes Town, Scum, and Neutral actions.
If you'd like me to get into more details about what a Venn Triagram is, please do ask.

TL;DR, it's null by itself. The only way we can determine what alignment motivates it is by using other actions they take (which means that we won't get anything from this action.)

Dwlee is Town. I think there is scum hiding in the last few pages, but can't put my finger on whether it's Loftwing or someone else. Is 793 and 794 supposed to suggest that someone is 'caught' as scum? I don't know why I don't believe that, but I don't.

LQ is deifnitely Town from my perspective. Their game is completely different from scum games I've played with them in the past, in ways that are so completely different as to be more than just an act

I also feel like they avoided Dkkoba earlier and went inactive after they began scumreading them.
By itself the inactivity is not an issue, but when connecting the dots with previous events is where it starts to look suspicious.
