Even if Stage 1 is sabotagable, I would think it ill advised to waste 1 of 2 sabotages on the first event while town is discombobulated. Sabotages seem like something scum would use to either capitalize on town errors or course correct a scum mishap.

I'd guess the first event is less likely to be sabotaged than the rest of the game.
