First; YES.. it's supposed to be balanced.
Second: Define "random". ALL games are "randomized" for role distribution. I believe AI still has the basic common sense to not give a Vigilante to Scum for instance.

Also for the record keeping all options available is far less likely to be a scum tactic and more likely me being wiffly waffly. I am usually pretty static as scum as i recall

i... dont know why you're expecting that from the AI. I have been under the impression this setup is a total mishmash like a grand idea or astral roles might be

Like someone could get "Macho" but another person could get "triple vigilante" types of dumb

Also the mastinas dying at the start of the game contributing to this feeling

I have been trying fairly hard at various points of the game but i feel like i can't get much further than what i have which is a shaky town pool and a bunch of question marks
