I don't believe these two realities are mutually exclusive, but less likely to both occur at once than at a time.

is likelier to be town, since it could be a slight negative utility for town under normal setup.

Alternatively, this is a very non-normal setup that I think hinges closer to role madness, so the openness makes me want to trust it is born of town motive.
