Hence my growing concern. It's not impossible for you to do as town, but troublesome that it happened.

It's possible Titus can be town and wrong on him, which makes Dwlee/Galron possible (Dwlee has had Galron in his scumreads, but not voted him ever).

You know Rolestopper isn't the same thing as Roleblocker, can right?

Rolestopper prevents other PR's from acting on the target (ie, can't be protected), it doesn't stop the target from using their role.
