That is not my experience either as scum, or against scum. Forming strong town reads is both easier then faking a scum read (because you are just telling the truth for one, but lying for the other) and can also be used to pocket other people, eek into townblocks, ect. I noticed that they explained a lot of their town leans in 1580, but didn't really go into the scum leans (null scum leans?), which I think is the harder part for scum.
