I don't think this is necessarily true. We have 16 players. 13 town, only 3 scum. I don't think scum have a lot of control over the game-state right now. The game is stale because we have a lot of town not really participating (I'm guilty of this as well, to be clear), and a lot of town arguing with each other over which player of the consensus POE we should eliminate when the correct answer is just: all of them.
