Okay, so I thought it would be apparent that I can only copy holy orders that have already been used, and I can only do that once a day. If it wasn't so, why would I wait so long to take a dayvig shot? Why wouldn't I just copy Decision and end the game now? Why don't I scum bolt one of you? You know I have plenty of faith, enough to grant a doctor and look at the scum's faith level. Why don't I break out all those game-breaking orders that hito was talking about?

Well let's see.
The Scum Seraphs are players too, remember. Their wincondition in MoHo was "You win when it is no longer possible to prevent Demons from being the only living players". The Righteous win condition hasn't changed, so I doubt the demon win condition has. Meaning that as long as inHim remains in the game, the Scum Seraphs still have a chance of winning, meaning that the game won't end until they are gone. And the only way we can get rid of them is by making their win condition impossible and getting rid of inHim.

I steal by quoting evidence OF holy orders; for example, I quoted Jack's flip to get the dayvig.
I have no limit on number of holy orders per day, or who I use it on.
I cannot use the same order once per day.
