She hurts a LOT, but she's also the squishiest one, AFAIK. Does that make her better or worse than say, Graves who can actually take some punishment and still deals a fuckton?
Trist has a crappy midgame and if you dont do well early you're kinda fucked, but can snowball out of control and prolly has the best diving capacity.
Kog doesnt care where you are, he'll hit you anyways, but that scales off AP.
A good cait/ez can escape pretty well from bad situation, but spell shields trolls them hard
MF and Corki fit somewhere in there.
Teemo is not an AD carry.
They all have their place to fill IMO and all fail against certain things.

Well, Kog also lacks any zonal control besides his slow (which isn't a great slow tbqh). His range might be better, but I'm defining "hardest carry" as someone who, if properly fed, can absolutely dominate the other team in endgame fights. Vayne's true damage + knockback/stun + damage buff on her tumble mean she can be an absolute monster lategame. Trist is the other one I was considering that can dominate like Vayne, but Vayne has a pretty consistent power level from early till lategame, whereas Trist kind of falls off midgame.

There is no answer to which AD Carry is the strongest if you do not provide a context. It entirely depends on the comp you're going for and what your goals throughout the game are.
Early Game Team -> Miss Fortune, Graves, Caitlyn, Corki, Ezreal, Urgot
Late Game Hard Carry -> Vayne, Tristana, Sivir, Ashe
Pushing Comps -> Sivir, Corki, Tristana
Teamfighting -> Miss Fortune, Graves, Sivir, Ashe
Skirmish -> Vayne, Graves, Miss Fortune, Twisted Fate, Ezreal
I still don't understand Corki at all and how his passive actually helps in anything to do with killing tanks. I'd also argue MF, Cait, and Graves can both be harder late game carries than Ashe depending on the comp.
First they ignore you, then they laugh at you, then they fight you, then you win.

The Q-Slow from Ashe is just insane. So I imagine that in teamfights she turns it on and just AAs the rest of the time.
Ult is a great initiate too.
My 2cents. Still love Caitlyn loads more than Ashe, but Ashe's ult is superfun.

I've always had problems landing Cait's traps right. I try to place them under the enemy champion, but they always move right when the trap sets .
