If you just want to win trades and you're laning against champs with poor sustain and/or you just stomp them with your damage rather than needing to sustain. I usually max q vs. wukong matchups, etc. I also usually get a kill in an early exchange around 5-6 minutes in(it's pretty obvious they go "wtf why does he do so much damage" when they start to run from you mid-exchange and your q can just pick up the kill when you chase) so it's easy to snowball it.

Well, yeah, until you realize that he just nuked himself for 15% of his hp. Then you stick to him and tibbers him to the face. Vlad is easily one of annie's best matchups.
