T1 runes are good cheap intermediaries until he banks the IP for T3, although I agree that Tier 2 aren't worth it. It's better to have, say, 2 pages of T1 runes and swap in T3 as you can afford them, than to just have no runes whatsoever while waiting for all that IP.

Quints: Avarice (gold+) [1575], Movement Speed [6150]
Reds: Magic Pen [3690], Attack Damage [1845], Attack Speed [3690]
Yellows: Armor [1845]
Blues: MR and/or MR/lvl [1845]

These are probably your best bet for T3 runes to start out. Everyone benefits from Avarice/MS quints (the latter being expensive though), your reds depend on what you play (AP, AD, and Jungling in that order). Everyone uses Armor and MR. Other decent starting runes that less champs use on average include Mana Regen and HP/lvl Yellows, CDR and AP/lvl blues, ArPen Reds, AD/AS/AP quints, etc., but you can probably wait to grab them as more people can benefit from the other runes.

Unless something has changed drastically with Ranged AD carries, AD is still better with them. However, Armor Pen is still better if you're planning on getting runes that can be used relatively universally.

Eh.. I'm inclined to disagree.

The REASON why you DON'T want to be buying any T1 or T2 runes before 20 is because you need to be
saving as much IP as possible
to afford T3 runes.
Disregard the combiner completely, you are not very likely at all to get something that will be useful to you.

Yes, T1 and T2 runes MAY BE cheap, but it's overall still a waste of money. They don't enhance much at all during those first 20 levels. You're going to have an easier time going without runes from 1-20 than you will going without runes from 20-30. And with as little benefit T1 and T2 runes give you, you might as well be going without.

Chances are by the time you hit 20, even if you saved up your IP from the very beginning- you won't have enough to buy a full rune page. Which is why you need all of it.

I'd say the first sets of runes you should buy are armor yellows and MR per level blues. Those can be used almost universally, and you can save the quints and reds for what you will be playing the most.
This is just what I did/would do- if someone is certain they want to buy those AD or ARpen reds then go ahead.

T1 runes are like 30ip each for about 60% of the power of T3 runes. For a full set, you're looking at around 1000 IP with quints. Which is about 3-4 T3 runes. And you can always use the rune combiner; I got a MS quint from one of those so I think I ended up breaking even at the least.

Just to weigh in, the difference between having a t1 armor seal (.78 armor 15ip) and a t3 armor seal (1.41 armor 205ip) is .63 armor per rune. You get more than half of a t3 rune for 15 ip. Since you only get one rune slot per level, the cost of adding a t1 rune per level up is completely invisible. Low level games are also plagued by smurfs, who absolutely have a full t1 runepage, and now you're at a double disadvantage, both from playing against an experienced player and because said player has higher base stats than you.

The benefit of having t1 runes as opposed to no runes is undeniable, I suggest you purchase the one rune you unlock per level as t1 until you hit lv20 and then fill out the page with t3 as your ip becomes available. I also suggest buying champs with RP instead of IP if you have to buy a lot for some reason because even at max level with a bunch of champs unlocked, ip grinding sucks and takes forever, and not having a complete t3 runepage is a HUGE disadvantage, one that generally speaking you will not be able to overcome in most roles/champs.

I absolutely agree with BRandi that the most important and universal runes are Armor Seals and MR Glyphs.
To have a "complete starter runepage set" or whatever is so daunting and it seems like there are so many runes you need, but Armor Yellow and MR Blue will get you through the day, Movement or HP/5 Quints are equally universal, and then if you buy one set of Arpen and one of MPen Marks, you'll have the jack of all trades 2 runepage setup that you can play any champ with.

I really borked my first set of runes/champs, but buying mega cheap yet still helpful t1 runes won't hurt your imaginary pocketbook, t2 runes are an absolute noob trap don't ever buy them, and t3 runes are what you need a full page of if you want to be competitive in a lv 30 game.

IMO, that 1000 IP is invaluable and needs to be saved.

because if you ever plan on buying any champions at all, you wont have enough IP by the time you hit 20 minus that 1000 IP to afford very many T3 runes at all.

By the time I hit 20, I hadn't bought any T1 or T2 runes, and had spent less than 2000 IP on champions. (Annie for 450 and Janna for 1350)
Yet.
I could barely afford half of a T3 rune page.
Not to mention when you hit 20, you only have 20 rune slots available. I definitely could not fill those 20 slots with T3 runes.

1000 IP literally takes like 2 days to save up. If you really want to grind for runes, it's not very hadr to do.

You never need all your runes at once, ever. Having T1 runes versus having no runes at all is all that matters. If you win, you get more IP. If you have runes when the other people don't, you're more likely to win.

This argument is bad and we should all feel bad for it existing in the first place.

No one should feel bad about arguing on a mafia site.

And yes, you never need any runes to do well, but they certainly help. So if they aren't that big of a deal, why not just wait until you are level 20 to afford the most optimal ones?
I mean, this is just what I feel is the best plan of action. If others want to buy a full T1 rune page and that makes them happy then that's fine, I'm just voicing my opinion as to why one may not want to do that.
Like, I don't really care what anyone chooses to do with their IP. Just offering some opposing thoughts to take into consideration~
