Now, onto things of great relevance.

Toogaloo needs dead because of the things he chose to respond to (and by extension, ignore) in his posts. Death Miller is not only bastardly, but also something that should be full claimed immediately at the start of D1, and probably met with fire not long afterwards. I feel like Toogaloo's line was an attempt to get me to claim more than is necessary after I explicitly said I don't plan on it.

His subsequent hop on the Elliwagon in the same post, while ignoring the rest of the game's content is p bad, too, and we all know how much I like a good D1 wagon.

That's not how it has ever worked in my experience.

The last game I played in that wasn't advertised as a bastard game (and as far as I know, this is not a bastard game) was Square Enix I, where the Death Miller was explicitly told in their role PM (can be found here) that they were a Death Miller. Like, that was their

actual

role. That's traditionally how I've seen Death Millers.
