I'm ok with mummy changes. The passive nerf is not so good for teamfights, but most magic damage other than Despair comes from Mummy anyway, not any of the burst AP casters. The nerfs seem directed at AP mummy, rather than normal tanky CC bot mummy.
Plus, the reduced cost on Tantrum is

Yeah, I think this is actually a flat out buff for mummy. I mean, you aren't actually using bandage toss for the damage usually, and building ability power on him in the first couple of items was always silly. Base damages were high enough.
More tantrum in the jungle does make him a lot faster, I think.
Surrender, imagine and of course wear something nice.
