When you think about it, 11 players make up all the hydras in the game, and that's nearly half the amount of playerslots in this game. So if they're all town it would be horribly balanced.

If I understand correctly this "neighborhood" is truly random (except the hydra membership requirement) across alignments, and we cannot make assumptions of balance.
