I look forward to more solo queue games where I shut Akali down hard with someone like Cho'gath or Lee Sin, and then she walks out of lane and gets a double kill bot despite MIA calls while I push my tower down. And now she doesn't even need to know how to set Akali up to do it! Yay!
She was one of the stronger pubstompers, she really didn't need a buff, but I guess "setting up your rune page & items so you get both passives at level 1 or 2" was too much BURDEN OF KNOWLEDGE for Morello.

Well honestly, I just didn't like that she used to cost like 10000IP in order to play her properly and buy her. I think it's honestly a nerf seeing as if you made the investment you could start the game with both procs, but now you don't have to work for it and she gets less of an effect. I think it's just a way to open her up to more of the player base without the cost of being like "yea, give us 7k or so IP and then you'll be able to play her correctly."

I played her constantly without the "proper" rune pages or even masteries and still roflstomped all my games with her.

You can't look at the base % reduction and call it a nerf. Her old passive required 19.5 AP to give 8% bonus damage. Her new passive requires 0 AP to give 6% bonus damage. However, if you were to get 19.5 AP

anyway

you'd find yourself with 6 (base) + 3.25 (scaling) for 9.25% bonus damage. Similarly, instead of needing 9.5 AD for 8% spellvamp, one could build the AD anyway and have 6 (base) + 1.58 (scaling) for 7.58% spellvamp. So even ignoring her early game, an additional 1.15% damage and 0.42% less spellvamp for all equivalent values of AP/AD over the old requirements looks like a small buff to me.

Then once you factor in the new flexibility players have with her early game it's clear to see why Riot calls this a buff.

So I queued for a ranked game, said I wanted mid or top. Someone else wanted mid and our mute second-pick instalocked Shyv with... questionable summoners. So I figured I'd jungle Pony.

Look at these charts. It's not like she lost 2% dmg and 2% spellvamp. She gains 1.15% damage and loses only 0.42% spell vamp. Also the huge gap in the early game illustrates her advantage for having nothing. Think of how effective it would be to build magic or hybrid pen and use those tanky tanky runes to keep yourself alive.
