She feels a lot like a combo between Vayne and Draven.
If she gets the gold she's going to wreck kids for sure.
passive: picks the weakest target and applies a debuff that you can attack for bonus damage and passive atkspd once you level W. The debuff doesn't go away until it's consumed or the target dies, but only 1 debuff can be active at a time. Makes lasthitting SUPER easy, and from what I can see will prioritize champions when you can forsure win a trade. There is a pretty decent amount of time before passive procs though. Not sure what the CD is if there is one.
Q: Skillshot nuke that applies a small AoE blind once it hits something. I took this at rank one but it's kind of meh.
W: Increases your field of vision by a significant amount, and lets you see into FoW. REALLY good for when you're chasing things into brush or to see over walls and such. Passive atk speed is nice for trades once your passive shows up on a champion.
E: Vault is definitely the first thing you want to max. It's what lets you burst trade and is your only way to create distance from something that's closing in on you. You return in the same direction you jumped from based on a fixed radius (which is just outside of your max range to provide counterplay). You can be targeted in motion for this so it's not good for fizzling abilities or turret shots.
The combo seems to work: AA w/ passive -> E -> AA w/ reapplied passive -> Q if they might retaliate and then go from there.
If your back is to the wall when you cast you can jump ledges and stuff.
R: Valor takes your place and you get a MASSIVE mspeed bonus. Good for escapes out of hairy situations, but you can still get CC'd. You DO become Melee range and your abilities change a bit but it's still pretty intuitive. Casting again turns you back into Quinn and brings down a massive volley of arrows that does a stupid amount of damage.
The CD's between your Quinn form and your Valor form are shared, and using E while in Valor form doesn't proc your passive like it would in Quinn form, so you have to choose between Ulting first and homing in on a champion with E, or initiation with E first and then chasing with your Ult as a finisher.
In terms of base stats she's tankyish for an ADC. Definitely not as tanky as Graves and his passive stats, but tankier than Draven.
Her base attack speed is fucking terrible though, which is to offset her MASSIVE trading damage early on. Like holy shit. You can chunk somebody for 2/3 of their health at level 1 if you play correctly.
edit:
CD's are really killer on her though. Also Sword of the Divine isn't a terrible purchase on her if you just want to gib people.
Even as an ADC mobility is really crucial on her. She doesn't get extended range like Kogmaw does, and has to dive into people in order to maximize her DPS.
After she uses her E her only other hard escape is her Ult which isn't the preferred use of that ability I feel like.
