It doesn't actually follow that someone 'not prepared for Ranked' (whatever that means) is putting anyone at a disadvantage by playing. They are being paired with either other unrated people, or else other people in the ~1200 MMR bracket. In the former case, no one is being disadvantaged, since no one can reasonably expect perfectly balanced teams when everyone is in placement. In the latter case, adding <1000 MMR players to the 1200 MMR pool actually slightly raises the MMR of all existing players in the 1200 MMR bracket.
Note that I also don't agree with the entire 'not prepared for Ranked' concept, beyond "You are not prepared for Ranked if you do not own 16 champions or are not Summoner Level 30". In a perfect world, someone who is Lvl30 has no reason to ever play Normal Draft games on SR unless they want to play with a premade group of more than 2 people.
Until he ends up in Silver 5 through the grace of gods because 4-6 gets you in Silver V, I believe, and then loses 60-70% of his games once he gets there.

It doesn't make sense to enter a "competition" for something when you don't even know how half of the game works, though. Try to get some experience with how more champions and roles work before you do something like that, you'll feel a lot better about yourself and so will your team.
