You can build hydra on ranged and runaans on melee. The passive just doesn't work. Neither the on-hit cleave nor the active will function. You still get all the stats from it though.

Sames goes for runaans on melee, you don't get the split-projectile passive, but you still get the stats.

It was hilarious.

When I was looking at the wiki page for Ravenous Hydra, I found this:
"Using Gangplank's Parrrley with Ravenous Hydra will give you extra gold for every single minion killed with Ravenous Hydra's passive effect."
Unfortunately, the same does not seem to apply for Siphoning Strike.

Unless they changed kayle since season 3 first started, she was in the odd place of having a very long range melee attack when she used her skill, she never technically became ranged.

The wiki is exactly right kayle gets the runaans orb during righteous fury but the bolts don't have the on-hit cleave that righteous fury does.

She also doesn't gain the hydra cleave and can't use the active when fury is up.

Mind you, you care less about the the fury cleave when you're applying soraka levels of mres and armour shred to everything in sight with runaan's up- I have seen Wit's/Tried to build a Cleaver/Ruunan's/Serkers Kayle do reasonably well just by standing in the middle of a fight shredding everyone's everything.

I must say, I'm surprised that this managed to escape a member of the top 50% of the league population.

I don't see Kayle much when I play, well not anymore. Runaans passive also has horribly short range and I generally don't see it at all from any champion except maybe an extremely fed Varus or Teemo.

The item has a potential to be batshit op on many characters, notably Teemo/Varus mentioned above, as well as Caitlyn (all hits collect passive stacks), MF (stacking magic damage with Impure Shots) along with the bolts proccing lifesteal and all but the stats on the item, the range on the passive, and the fact that it's only two extra targets really doesn't help.

Runaans, like Sword of the Divine, is generally a 'meh' item at best. It's one of those things that work extremely well on paper but in reality it just blows up in your face.

His passive sounds absolutely ridiculous. He has a movement speed buff attached to a lux-type proc that also trigger his double shot passive, If his ult kills someone it refreshes his dash. Also if they run out of his ult he can use his dash to put them back in it while he's still 'channeling' it. As far as his kit goes, he sounds ridiculously must-buy strong.

Pretty much what Panzer said. His passive seems quite awesome when you consider that his ult resets dash and can just combo out doubleshots like whoa. The fact that it double-procs EVERYTHING is super added bonus. He sounds like he's going to fall into the same category as Vayne and Graves, but neither of those champs did much for me, while Lucien actually looks fun to play.

Power is entirely numbers-dependent. You can balance any kit by making the numbers big/small enough.

His kit does look pretty cool, although I'm not a fan of the snowbally effect that resets have. His kit is certainly much better than Aatrox's "watch me do everything" kit.

For the record, I know absolutely nothing about this game. I've told ank about this a handful of times. I don't know exactly what most items do, I consistently find my self not knowing the full details of abilities(I had probably played jarvan 40 times to a 60% or so win rate before I found out his flag gave him armor and attack speed), there are champs that I actually don't know what all their abilities do at all. I fight a desperate gap in knowledge literally every game I play. There's a lot of times where i'd ask bronze/low silver players, what I should buy, what items do, what abilities do, and all that jazz. I'm purely mechanical.
