Eh, a good Blitz player is still quite strong at mid-low Silver/Bronze level because a lot of people at that level have a tough time dodging skillshots (Blitz hooks, Nid spears, Lux snares are some examples). He's not worth at levels above that because players are much more likely to dodge or protect themselves from the hook and then Blitz is worthless.

Idk, ult pretty op with a good team. I'm not a very good Amumu player but the last two times I've got him in a normal draft game I basically won it for us (after falling behind early both times). He doesn't have nearly the early gank potential of most other junglers but the teamfight potential can turn the game around entirely. Speaking for Silver/Bronze only, a lot of players don't realize how to position properly against certain teamcomps. As in, they will go for drag or baron in exactly the same way if they are facing heavy poke or heavy AoE, which is obviously terrible if they are grouping at drag to get engaged on by teams like Amumu, Fiddle, Nunu, MF, Sona, Kennen, J4, etc.

Siv's guide on how to play lux to avoid feeding.

1) Take barrier. Other spell is irrelevant.
2) Max E. Later skills is irrelevant.
3) Go chalice into athene's. Later build is irrelevant.
4) Spam E to farm/waveclear from 3 miles back once it's maxed.
5) Hope your team carries because you'll never get any kills ever.

If you play against a good Amumu and not somebody who just goes "Amumu's open OP OP OP" then you'll see why. Press R to win teamfight is a force to be reckoned with in silver/bronze. I agree with you that Amumu bans are dumb, but he can be a very strong champion at low elo with somebody who knows what they're doing.
