He's a shrewd guy. He's provided a contrarian view consistently throughout the game. Both of those are good things to have in your town.

I have a decent amount of respect for Desp's skill. Don't misunderstand me, though, I think he can be scum here--you wouldn't have to take much to convince me to put the hammer down on him.

serra's slimer push was fake, I still maintain that, but I realize it could be bussing (and slimer's counter-bussing is just what I'd expect from slimer).
I don't think serra and Desp are buddies because of serra's attempts to wagon Desp, plus 1333 - don't see scum pressing their luck like this. serra is only saying that because he knows it's true that he isn't buddies with Desp.
Despite penguin and Desp being similar in regards to how much content they've posted and the reasons they're being suspected, serra has not cared about penguin at all.
