EDIT: league forums seem to think it's a viral marketing thing which seems not-unlikely

Big MMO games like this making TCGs of itself is not unheard of.

MapleStory made one for itself back when it was big.
A few others that are big in Korea are working on TCGs for itself.

I think that this is completely believable.
(and probably a publicity stunt)
